At EPIC-WE, we are dedicated to empowering young people to shape European culture and their future through game-making. By imagining, creating, and exchanging cultural values and heritage, we aim to foster new models for cultural collaboration and participation. Central to our approach is the Quadruple Helix Ecosystem and the pioneering work of Elias Carayannis, a professor at George Washington University’s School of Business. Carayannis has spent his career exploring the intersections of people, culture, and technology. In a recent interview with us, he shared his insights on the evolution of innovation ecosystems, the importance of inclusive frameworks, and the role of youth in shaping our future.
Could you please introduce yourself, highlighting your professional journey and expertise? How do your experiences complement and contribute to the central themes and initiatives of EPIC-WE?
I’ve spent twenty years as a full professor at the George Washington University’s School of Business, focusing on science, technology, innovation, and entrepreneurship. My research explores the intersection of people, culture, and technology. Over the past decade, my focus has shifted towards examining the relationship between democracy, the environment, and emerging technologies. I’ve explored how these advancements impact both people and the environment, and I’ve published extensively on these topics. In 2010, my colleagues and I developed the quadruple helix concept, which includes academia, industry, government, and society. This framework has been widely embraced, and projects like EPIC-WE are tangible examples of its application. We’ve expanded this concept to the quintuple helix, incorporating the environment as a fifth element. This framework provides a more comprehensive view of the interconnectedness between these sectors and emphasizes the crucial role of the environment in sustaining democratic regimes.
How has the quadruple helix evolved, and what does it mean for current projects like EPIC-WE?
Since the ’90s, there has been an emphasis on fostering public-private partnerships for research and technology advancement. The triple helix concept emerged, focusing on collaboration among governments, universities, and industries. However, this model primarily benefitted elites, leaving out broader societal participation. This imbalance led me to develop the quadruple helix, which adds civil society to the equation, ensuring that innovation and resource allocation include a wider array of voices and perspectives (See Carayannis et al, IJTM, 2009). In 2018, I expanded on this in the Research and Development Management Journal, discussing innovation ecosystems as helixes, which provide a more comprehensive perspective on interconnectedness and dynamics. The quadruple helix model incorporates civil society, ensuring transparency, representation, and empowerment for all individuals, especially those directly impacted by environmental issues. The quintuple helix (see Carayannis et al, JIAE, 2012) adds the environment, emphasizing its crucial role in sustaining democratic regimes. Environmental disruptions can undermine democratic principles by fostering fear and greed. Recognizing this, we aim to integrate environmental considerations into all aspects of innovation and policymaking.
How do we operationalize these helical frameworks in practical terms, especially within EPIC-WE?
Operationalizing the quadruple and quintuple helix frameworks involves engaging all stakeholders—government, universities, industries, and civil society—in coordinated efforts. This approach maximizes knowledge sharing and adoption across these groups, optimizing efficacy and efficiency. For EPIC-WE, it means involving citizens from the outset, ensuring their voices are heard. Tools like AI and crowdsourcing can facilitate this, allowing citizens to co-create and co-design policies and practices. This proactive involvement helps align industry and policy with societal needs and values, preventing the need for corrective measures later. Additionally, I’ve introduced the 5Ms framework: Metrics, Measurement, Monitoring, Management, and Meaning (see Carayannis, JKEC Editor’s Corner). Selecting the right metrics, applying them effectively, interpreting the data, and managing the entire process are essential steps. This holistic approach ensures that all efforts are guided by comprehensive, data-driven insights, enhancing both effectiveness and accountability.
What challenges have you encountered in fostering collaboration across diverse stakeholder groups?
Effective collaboration often faces challenges due to diverse expertise and perspectives. For examples, in a UN project on intangible cultural heritage, diverse backgrounds led to communication barriers and misalignment. This highlighted the need for a shared language and common understanding. I coined the paradox of converging disciplines and diverging specializations to describe this. It’s critical to use mixed methods—qualitative and quantitative—to develop a shared language of thought. This involves creating a dictionary of keywords and terms, continuously updated to accommodate evolving contexts. Narratives and practical experiences help operationalize these concepts, akin to how constitutions ground democracies. For instance, in my editor’s corner, I’ve introduced the P5 framework—Policy, Practice, People, Power, and Place—alongside the 5Ms (see Carayannis, JKEC Editor’s Corner). This combination ensures that our work is not only scientifically rigorous but also socially relevant and practically applicable. In fact, establishing a clear vision and message for policymakers and practitioners is crucial, but the real challenge lies in operationalizing these concepts.
How can we integrate youth into the quadruple helix framework effectively?
Youth are a vital part of civil society, bringing unique perspectives and longer time horizons. Engaging them requires understanding their thoughts, aspirations, fears, and expectations. It’s essential to build consensus and involve them in co-creating a shared vision. Projects like EPIC-WE need to cultivate a common language that resonates with both older and younger generations, fostering unity and collaboration. This approach is crucial for safeguarding democracy and the environment, aligning with strategic cohesion and democratic principles. Moreover, the concept of living labs presents an opportunity for hands-on experimentation, where we can observe, design, apply, and assess the efficacy of cultural initiatives in real-world contexts. This dynamic approach allows us to explore the impact of cultural initiatives practically.
We’re establishing a youth advisory board to actively engage with young people and enhance our procedures and methodologies based on their input and insights.
That’s an excellent initiative. It’s also important to incorporate diversity within these groups. Establishing mixed stakeholder advisory groups that include both older and younger stakeholders ensures a broader range of viewpoints and messages. This avoids creating verticals when you’re trying to develop integration or pursue integration.
Do you have any final thoughts on advancing EPIC-WE’s objectives?
It’s important to maintain a holistic approach, considering macro, meso, and micro levels of interaction. Crowdsourcing and continuous stakeholder engagement are vital to avoid top-down impositions and ensure diverse perspectives are heard. Engaging youth through advisory boards and mixed stakeholder groups can enhance our understanding and methodologies. Strategic integration and fostering a shared language of thought will maximize the impact of our efforts, ensuring that all voices are heard and valued. The emphasis should be on crowdsourcing, perhaps utilizing crowd-storming processes where key stakeholders continuously provide insights. This way, we avoid gravitating towards top-down solutions and ensure a participatory approach. In essence, our goal is to foster an environment where all stakeholders are co-creators, actively engaged in shaping the outcome. This approach ensures that our initiatives are not only effective but also sustainable and inclusive.
